Joan Anderson Growe was born September 28, 1935 in Minneapolis, Minnesota, the daughter of Arthur F. and Lucile M. (Brown) Anderson, and was raised in Buffalo, Minnesota, where her father served as the city's mayor from 1954 to 1963. The Minnesota Women's Meeting was held in St. Cloud on June 2-5, 1977, as part of a nationwide observance of International Women's Year, under the aegis of the National Commission on the Observance of International Women's Year.
